The State of the District and Hon. Bartick Award Luncheon Informs & Inspires

On October 9, 2025, nearly 200 members of the legal community gathered for the 2025 State of the District and Hon. Bartick Award Luncheon. Attendees received updates from a distinguished panel of judges on the current state of the Southern District of California and celebrated this year’s recipients of the Hon. David H. Bartick Award for Civility and Professionalism: Elizabeth M. Barros and Jeremy Warren.

Chief Judge Cynthia Bashant provided an overview of the Court’s operations, including the effects of the current government shutdown. She highlighted how the shutdown has impacted court operations, as well as trends in case filings, comparing the current year’s volume to recent years. Magistrate Judge Jill L. Burkhardt emphasized the Court’s efforts to manage growing caseloads, especially the increased volume of criminal cases, and ensure timely adjudication of matters before the court. She also noted that applications are open for two Magistrate Judge positions. Ninth Circuit Judge John B. Owens addressed the government shutdown and provided an overview of Ninth Circuit procedures, including the merits panel process, offering insight into how cases are reviewed and assigned within the circuit. Bankruptcy Judge J. Barrett Marum addressed the rise in bankruptcy case filings, providing context on trends. Assistant Chief Immigration Judge Anne Kristina Perry offered an update on the volume of cases before the immigration court and discussed how recent changes in administration policies have affected caseloads and court operations.
Following the judicial updates, the luncheon featured the presentation of the Hon. David H. Bartick Award for Civility and Professionalism, recognizing individuals who epitomize civility and professionalism in the legal profession. This year’s award recipients were Elizabeth M. Barros and Jeremy Warren. Elizabeth M. Barros began her career with Federal Defenders of San Diego, Inc. in 2003. Eight years later, she was promoted to Trial Team Leader, where she has spent more than a decade guiding and mentoring attorneys. Through her example of professionalism, civility, and client-focused advocacy, she has shaped the careers of countless new lawyers and continues to be sought out by colleagues across the defense bar for her insight and guidance. Jeremy Warren began his career in the Southern District of California in 1995 as a trial attorney with Federal Defenders of San Diego before embarking in private practice. Over the last three decades, he has supported and mentored new lawyers and students, modeling professionalism, civility, and client-centered advocacy. He is known for maintaining respectful relationships with prosecutors, defense counsel, judges, and their staff.

The 2025 State of the District Luncheon provided attendees with a comprehensive overview of local court operations, honored civility and professionalism in the legal profession, and offered an opportunity to connect with colleagues across the legal community.
